Bolivar is nice for his rebel bonus. No clue how good the other guy is.
The main advantage to playing the dutch is the merchantman they get. Stuyvesant seems popular.. No idea how good Van Der Donck is.
For the British I'd choose John Adams. The problem for George is that his musket bonus applies only to soldiers - not dragoons.
I often play the French, so that the natives are less hostile. All have their own advantages and disadvantages, but they are quite minor. IMHO it doesn't make a great deal of difference which one you choose.
No question about it:
Stuyvesant with Dutch in Multiplayer games
Bolivar with Spanish in Singleplayer games.
Bolivar has good LB production and his soldiers get veterans really quick, so you can kill one or 2 indian tribes and then have 5 highly experienced dragoons which help pretty much when fighting the king.
But of course, Singleplayer is winnable with any Civ.
