We see that once again, the Empire of Brazil seeks to take through veiled threats what it cannot take by open warfare, or actual diplomacy. Simply because you make a good case for why these colonies, clearly such major targets of your aggression, are more of a liability than a benefit, we believe it could be possible to allow you to purchase them. We do not believe 10EP is satisfactory for Scandinavian Guyana; we set our lowest price at 25EP for both territories. The Empire of Scandinavia and the Republic of the Netherlands will not make separate settlements on this matter. We additionally consider it important that those inhabitants of Guyana who identify as Scandinavian and Dutch citizens be allowed to leave.

The reaffirmation of the Dutch-Scandinavian alliance would include agreement by each other to support each other economically, diplomatically, and when necessary, militarily.

The nations of the Empire of Scandinavia, the Russian Empire, and the Roman Empire, do proclaim the formation of a political and economic association between each other. The signatories pledge to support each other, however possible, in diplomatic, economic and, when all parties feel it is just and necessary, military matters. The signatories pledge to adjust mutual tariff and tax rates as is necessary to promote their general economic welfare, and to adjust trade bylaws and economic statutes as the needs of their economic relationships make prudent. They provide for this association to be known as the League of the Three Emperors.
