Civilization V: Who/What Am I?

Nice! My turn and should be easy:

Piety

Clue 1 - With Piety you can use the Pantheon belief of other religions.
Clue 2 - The Piety tree was completely reworked because it used to be under powered. Also, before G&K it was more of a culture policy tree than a religious one.
Clue 3 - There used to be a restriction which made Piety and Rationalism (perhaps the best policy tree) mutually exclusive.
 
Oh not quite what I had in mind, but seriously close :)

City Connections, i.e roads and railroads?
 
Trade Routes (caravans and cargo ships)
