You can't, the queued attacks that the AI uses are restricted to AI use only. There's no reason for them anyway, they're literally only there because Firaxis could not think of a better way to solve the AI coordinating their attacks; I've removed them from my mod's in-development version, and though I did need to make a few code modifications, the AI can do fine without queued attacks.
