Civ5 City state diplomacy problem!

Please help me with the City state diplomacy problem. This problems occurs in a hotseat game, second human player cannot initiate diplomacy with any city states. When player clicks the city state icons nothing happens. Hopefully you can see this attached image: Bug1.jpg
