'Building_CorporationResourceQuantity' (a nil value)

I've been playing Civ 5 for 3 years now and after taking a several months off from playing I noticed that I cannot get a description of what buildings do when I mouse over them in the game or in the select civilization screen. This occurs whether I use mods or not. I have repeatedly emptied the cache folder and the ModUserData folder and have deleted all of the mods I once used as well. I have even deleted the game from my computer but nothing has worked. When I start the game from Steam the files return to the cache folder and ModUserData folder no matter what. The message that is displayed when I mouse over a building says:

Assets\DLC\UI_bc1\Core\EUI_tooltips.lua:12 51 attempt to call field 'Building_CorporationResourceQuantity' (a nil value)

Has there been an update that I've missed or is there something seriously wrong with my game files?
