Anyone know which civ is good with octopus overlords, like lore/art wise? Im thinking Lanun or Balseraphs. Thanks.

Yes, the Lanun are the best fit for OO, and the Balseraphs are a close second.

The Stewards of Inequity is the main religion among the Balseraphs, but that is not a faith present in the game save mention in one random event. The Stewards are the worshipers of Mammon, who is the Balseraphs' patron god. Only the a tiny minority at the top of the organization actually realize it is religious in nature, as Mammon prefers his followers to think they serve only themselves. The organized religion is essentially a secret society devoted to making the rich grow richer at the expense of the poor. It is normally closely allied with the Council of Esus, but the Stewards rarely use violence and in fact generally structure their schemes to be perfectly legal despite being although highly unethical. It is similar to a conspiracy-theorists vision of the Illuminati or Free Masons, with most full members being influential bankers, merchants, politicians, or lobbyists. The have also infiltrated many religious organizations. (It is sort of implied that the corrupt Bannor Patriarchs who claimed to take orders from Sabathiel were actually working with the Stewards of Inequity.)

(Worship of Mammon is also very widespread among the Hippus, but these are mostly low level initiates if related to the organized religion at all. Their patron is Tali, but he has no organized religion, only a few scattered shrines in places accessible only to real daredevils. Tali is also highly revered among the Balseraphs.)

Mammon's archangel is Hastur, the Lord of Nightmares. Hastur si the one who whispers in Danalin's ears, creating the horrors that torment the sleeping god's dreams. The Overlords themselves are likely created from Hemah's dreams, but Hemah comes from Danalin's dream so the OO divinities are still a result of Hastur's tampering. Hastur remains important to the Balseraphs, and the madness of the Overlords is welcomes there.

Danalin is the patron god of the Lanun. Falamar represents the traditional Lanun, who are closet to Danalin's real personality. Falamar knows of the Cult of the Overlords and does not care too much if his crewmen have such superstitions, but he personally does not care for it. He was chosen to the the champion of Danalin's Archangel Condatis, who if successful in driving Hastur from her god's vault may well wipe the Overlords from existence.

Hannah the Irin on the other hand is an Overlords fanatic. She is the daughter of a Cultist and Dreamer, and seems to see herself as the faith's messiah. He is a brutal tyrant who would like to make all humanity submit to the powers beneath the Aegean's waves.

The Balseraphs and the Lanun are also close neighbors with cultures more similar than many other civs. The Lanun are especially fond of the strong alcoholic beverages the Balseraphs make.

Some of the evil civs, such as the Orcs or the Calabim, might also identify with the OOs. Although not strictly attracted to the ocean or dreams, the Orcs might embrace the aggressiveness of the OO.
The Calabim are, quite simply, already insane in many ways. So, what's a little more insanity?

The OO hero Saverous is canonically a member of the Doviello, but he was a prisoner before he became demon possessed. Furthermore, in his youth his particular Doviallo tribe worshiped Kilmorph.

Well you already mentioned the Lanun. Personally I also love playing the Calabim with OO (especially with Alexis)
