1. Make AI's willing to trade more for a rescource that will spike a WLTKD, particularly in a major city.
2. Announce the demanded recources for every city of every Civilization spotted, and change the AI behavior to offer trades of WLTKD recources to players and other AIs.
(No announcement for Civilizations at war with you, though. Players would also have the option to hide demanded recources.)
Reasoning:
This would deepen the trading aspect of the game when dealing with AIs, and make seeing and filling demands with human players easier.
It would also reward players for possessing a variety of luxury recources they can spare while making it easier to trigger a WLTKD.
