Highest Wonder Production Bonus?

Even more with religious community in a city with 15 followers. Than you have +100% production when building wonders.
 
Hanging Gardens doesn't provide any wonder-building modifiers. That is the marble bonus, mis-labeled by the UI. Switch to building a different wonder and the label changes to that wonder.
 
Yeah! 12 production becomes 22 production. Wow.
 
Does Egypt have a starting bias towards marble? I think it should have.

What is Egypts starting bias?

Egypt + Marble + Aristocracy -> you already have a stunning 50%
 
egypt's bias is that they always start on a river

but a marble start bias would be better

Egypt does not have a River bias. My recollection was correct - their bias is Avoid Jungle and Avoid Forest:
