I know you got 'em - I can't find them. In Civ II they were built into the menu, but I can't find a similar option screen for Civ III. Please let me know.

There is no cheat mode or menu for Civ3 
However, if you were to go to the Utility section of the forum under Creation & Customization, you will find quite a number of trainer program that allow you to cheat in the game

At any point in the game(begining is best for obvious reasons), regardless of what the other civ has, ask them for 123123123 Gold Per/Turn.
