Hi, what do I change to let a settler change arctic and tundra squares to grasslands (using irrigate)? And, can I make it dependent on a technology being researched? Perhaps railroad would be appropriate?
Just thinking that advanced technologies being researched should allow you the ability to change any type of terrain to what you want it to be.
Perhaps in the remake currently being worked on, this could be a technology that you add in?
