Is domination victory possible in OCC (one city challenge?)

Yes. You autoraze cities if you have OCC turned on. Its difficult on high levels. OCC Deity Domination is probably one of the hardest things you could do

How is that possible?

If OCC is on, you auto-raze capitals as well (only time when you can). You end up controlling every [original] capital because yours is the only one still standing.
