i feel like we had this discussion before, and it seems like when a free great person is specified, it doesn't increase the counter, but when you get to choose the free great person, it increases your counter. the prophet is a bit weird in this respect with hagia sophia increasing the counter.

Not really. Porcelain, Hubble, GT etc increase the counter.
