I’ve never hosted an NES before; based on what I can see, it involves laying down a ruleset and processing player orders ad infinitum. So let’s give it a shot!

Sentoya is an island city of approximately 2.6 million inhabitants. Scratch that, a city-state of 2.6 million inhabitants. A constitutional monarchy, it has endured for many centuries due to its status of remaining independent and neutral being of strategic interest to most parties. It is a more or less developed nation, and has seen increasing deindustrialization, preferring to let the tourist and service industries begin to bring home the bacon.

The country is not without its woes, however. Hurricanes and conflicts in neighboring republics have caused a large influx of refugees; to a country with nowhere to expand but up, the issue becomes readily apparent. Many tenements have been hastily erected in parts of the city to accommodate them, and the dire conditions have seen an increase in crime; larger criminal organisations have used these street gangs to expand their power and hold on the city. Corruption has been a problem for some time, which prompted Prince Isaac III to fire most of the police force and train new recruits. To add insult to injury, Prince Isaac passed away but a few weeks ago, childless no less. Per the city’s constitution, a childless monarch shall pass the throne to a popularly-elected individual; this leadership crisis’ hampering of the establishment of new police forces, combined with the possibility of anyone from the pauper to the richest man in the city being able to take the throne has created serious civil disorder in places. Only the government and the very wealthy are shielded by the Royal Police; everyone else is left to fend for themselves.

It is a chaotic city-state, some parts of the island remaining tranquil and prosperous as others become violent and anarchic. But if there is one thing Sentoya is for certain, for those who are willing to take risks, it is a land of opportunity.

When joining, please give:

Organisation – Describe what kind of organization you are. Church group, corporation, political party, crime syndicate, really it all goes. Don’t be afraid to detail your ideology, history, etc.; the more details the better.

Key members and leader – You start with 5 higher up members in your organization. Think the Board of Directors, Archbishops, Don’s inner circle, aristocrat’s close family, etc. Provided at least one of your key members remains alive at all times, your organization can continue on regardless of how battered you are.

Buildings – Detail any buildings you own. You start with 1,000,000 dollars and it costs 100,000 to set up a new building. Extra costs will be determined based on what you put in the building. Really you can put anything in it – religious groups, businesses, schools, charities, etc. Your building’s location will be determined by the GM to ensure it complies with zoning laws; i.e. no big factories are going to be in the commercial or residential districts. You are free to specify preferences.

Some Information

Character Traits: Every character ranks in several fields – these are hidden and assigned to characters based on roleplay and your orders. They basically add invisible modifiers to you – your chance of foiling plots, profitability of your firms, public opinion of you, etc. Being descriptive and being involved is a good way to accumulate good traits. It is suggested you detail your characters to assist with these traits’ assignment. If you’re not on record giving speeches you won’t be charismatic, for example.

Businesses: They make money. Simple enough.

Law and Politics: Elections are held regularly for the Consulate, and the Prince has numerous special duties and abilities. He can, for example, dispatch national agencies to do particular tasks, presuming the government has the funding and has built said agencies. For the purposes of gameplay, the Prince’s domestic role is focused on over foreign affairs. As entertaining as lavish banquets to discuss world hunger with other world leaders are.

Actions: You can essentially do whatever you want each turn. Obviously more outrageous actions have a higher chance of failure; you are also ultimately limited by the rank and file of your organization. A group of a few dozen obviously can’t do much, whereas a group with thousands could cause serious carnage to anything that messes with it. Actions that carry serious baggage such as criminal activity can seriously damage public opinion if they come to light, so be careful.

El Salvador – The most poverty-stricken part of the city. Church groups have historically held a large amount of clout here, hence the name.

Industrial – As the name states, the industrial section of the city. It used to be much larger, but increasingly manufacturing is being outsourced. Nonetheless, the small but robust industrial section carries on, supplied by a large seaport.

Las Colinas – A hilly region of the city, it was once industrial zoning. In recent decades it has increasingly been gentrified, with many of the old warehouses converted into studios.

Los Cruces – A mixture of light industry in the north, shops in the east and housing in the west, this district is notable for its varied nature.

La Paz – Industry dominates the northern two thirds of this section, with apartments composing the south.

Los Baratos – With few willing to live near an airport, this district earned its name for abundant opportunism. Individuals seePrince cheap land for business or residency regularly come here, resulting in an ever-shifting economic setup.

Sentoya International Airport – The lifeblood of much of the city, it brings tourists from all over the world into the country. The Royal Palms resort is but a short drive away for those seePrince pleasure, with the open city further west for those with more of a taste in adventure.

Mercado – Composed of a mall, medium apartments and shops, it is an average commercial district.

Commerce – Banks and finance companies of all sorts make their home here.

Camino Real – The middle of the famous thoroughfare of the same name, the road itself is lined with lavish trees and elaborate lights, while this particular section is known for beautiful middle class condos.

Parque Real – Prince Henry National Park is the largest park in the city; a small zoo is the main attraction apart from the gorgeous ecosystem that has been built here. Expensive condos and niche shops are the norm.

La Grieta – The Cranny is home to a few single homes, some low-rise apartments, and many smaller stores. It is more or less composed of stores that couldn’t afford to relocate near the Royal Palms Bridge north.

Los Marginados – The district’s name, endearing as it is (“The Rejected Ones”), is nonetheless enlightening. During an influx of immigrants from other nations, many could not afford to move onto the tightly-packed Isla Bella. Many instead chose to settle across the river.

Downtown – What it says on the tin. The Sentoya Stock Exchange (STYEX) is a prominent landmark here, but this is where those who wish to show their colossal wealth will build skyscrapers. The Sentoya National Hospital services the entire country (with some difficulty) from the border with Palacio.

Palacio – The Royal Palace is located in the center of this district, which is named after said landmark. Some of the finest, most expensive shops and homes are located here. High-rises in the area have been specially constructed to allow light to shine on the Palace grounds. The Sentoya Fire Dept. and Royal Police both operate within walking distance from the Palace, working tirelessly to serve all citizens needy and greedy. Mostly the latter.

El Valle – Built into a depression that gradually lowers into the sea, there is some light industry mixed with low income housing in the northeast and middle income housing in the west.

Royal Palms Resort – One of the great attractions for vacationers. It is an island of an island, free from the woes of mainland Sentoya. Healthcare, security and firefighting are handled by private agencies in this area, creating an illusion of utopia in a country that shows great signs of decay.

Pacific Town – Immigrants from Asia congregated here over time thanks to special grants from the monarchy, giving the area its name. Wealthier citizens reside in medium and high rises in the northern half, while poorer citizens reside in tenements to the south. In retrospect the decision to form Pacific Town is seen as a poor one; it is not uncommon for ethnic tensions to flare in the poverty-stricken south.

La Princesa – This district was built for the monarchy’s favorites. Many of the government’s employees and top bureaucrats find state-paid housing here.

Los Arboles – A middle class neighborhood consisting of low-rise condominiums.

Puerto Real – A small, industrial port. Originally included some of Playa del Seville and Los Arboles but has shrunk ever since the conversion to a service economy began. It nonetheless handles some of the island’s manufacturing.

Isla Bella – In a country known for its tight space, this is where those with the most cash to burn reside in mansions and have large lawns. Boasting its own security services and an effective moat with the rest of Sentoya, the wealthy can recline in peace, free from the worries of the mainland.

La Gula – Isla Bella is served by its own college, clinic, schools, and security force from this neighborhood. Also known for its numerous luxuries such as a car imports company and golf club.

La Ira – A military base is built into the southern end of this district, and it is filled with businesses that cater to the needs of those who are stationed here from other countries. Crime is naturally low when everyone and their sister carry an assault rifle and then some, and various on-base amenities keep soldiers blind to the needs of the civilian populace.

Playa Del Seville – A neighborhood that ranges from middle class to poor. A fair number of homes remain two story, but increasingly tenements and condos are replacing them.

Sentoya Prison – Off the coast of the island is a prison to keep the nation’s criminals at arm’s length. Historically many foreign criminals have been housed here, and extraordinary rendition policies tended to use the prison as a base until recent reforms. Much of the actual prison is hidden from view to avoid making the tourists at the Resort feel uncomfortable.

Logically you can be a private fire department and buy up any fire departments that come up for sale. :)

Currently government services are only covering the wealthy, officials or tourists, really.

Royal Navy of Sentoya

The Navy is less than spectacular - one old American frigate, RNS Tiburón, and half a dozen patrol boats, each considerably smaller than your average Coast Guard cutter. It is pretty well defined by its commander, Commodore Domingo Badajoz, an old sea-lion who was intensely loyal to Prince Isaac. How much of his (and the Navy's) loyalty was to the person of the Prince and his favourite, and how much was to the office of the Prince, remains to be seen.


Commodore Domingo Badajoz is one of the few men in existence who can wear massive muttonchop sideburns without looking like a fool. His attitudes are inseparable from the Navy's - he has commanded for twenty-five years and is simply "The Commodore" to the people of Sentoya.

Captain Tristan Valladolid is the commanding officer of Tiburón, the second-highest officer in the Navy, and protégé of Commodore Badajoz. Fifty-three, his loyalty is with Badajoz, not the Commodore. Just in case anyone gets ideas.

Marine Captain Luis Santiago is, well, the Captain of the Marines. The Marines are mostly sea-policemen, performing such functions as customs checks.

Commander Renée Aranya is Chief of Staff to Commodore Badajoz - and, in fact, his only staff officer. Another protégé of the Commodore she knows more about the internal workings of the Navy than anyone else, with the possible exception of Badajoz himself. The fact that she is technically inferior to Captain Valladolid and Marine Captain Santiago chafes.

Lieutenant Commander Armando Tejeda is the captain of the southern installation of the Navy. Whereas the rest of the Navy berths at the Industrial Docks, Tejeda's three patrol boats are located at Puerto Real. The proximity to Royal Palms, etc., means that Tejeda's role is more high-profile (and well-funded) than the Navy at large.


Buildings: Naval Headquarters, located near the main Naval base at the Industrial Docks. Includes a barracks for the Marines, though most Marines spend the night at home. Also includes the naval radio station, armoury, and main Customs Office. Commodore Badajoz, Marine Captain Santiago, and Commander Aranya can all be foundhere.

Industrial Docks Naval Station: Right next to where Tiburón is tied up. Contains a Customs Office and anywhere between six and twenty Marines. Captain Valladolid may be found either here or shipboard.

Puerto Real Naval Station: Includes a Customs Office and anywhere between six and twenty Marines. Lieutenant Commander Tejeda can be found here (or on patrol).

HERMANDAD DE LA DEMOCRACIA​

Hermandad de la Democratcia (Brotherhood of Democracy in English) is a revolutionary organization that aims to reform the government of Sentoya to become a true republican democracy and to help the lower classes of the city obtain a louder voice. The organization was banned and the members exiled due to some of their less than legal practices. However, thanks to a legal loophole, the death of the Monarch allowed the members of the group to reenter Sentoya without fearing prosecution. The election presents the Brotherhood a unique opportunity, to bring democracy to the people of Sentoya. Is this the end of the fight for freedom? Or is this simply just a brief calm before the storm?

Senor Members:

Carlos Lopez – Carlos Lopez is the leader of the Brotherhood. He was born to a poor family within El Salvador. He was born with a real sense of injustice and knew that he had to do something about it. So, when he was a teenager he attempted to sabotage a factory that was owned by a rich nobleman, but that was a complete failure. After spending many years in jail, he was taken under the wing of Mr Jones, who mentored him in the way of creating a revolutionary organization. He is now running in the Common Election to try and secure the Consul for a new, truly democratic future.

Maria Montero – Maria Montero is the second in command of the Brotherhood. She grew up in Los Marginados and she developed an interest in firearms at an early age. It is rumored that she runs the illegal side of the Brotherhood. Interestingly, she is from a noble house that had fallen on hard times. She did not know this until recently, but this does provide a benefit to the Brotherhood as it allows her to run in the Noblest Elections, much to the annoyance of the Nobles themselves.

Roberto De Valle – Roberto Feliciano is an owner of weapons manufacturing factory and a weapons business. Although he is rich, he believes in the cause of the Brotherhood. He provides almost all the weapons to the Brotherhood and he also provides a fair amount of money. He is just rich enough to apply for the Diligent Election, which is a godsend for the brotherhood.

Brother Chuy Feliciano – Brother Chuy Feliciano is considered an extreme and unusual Catholic Priest who believes that the recent failure of the Monarchy is a sign from God that it is time for a new way of doing things in Sentoya. For this reason he is running in the Faithful Election as part of the Brotherhood. He hopes he can attract people outside of his small, but faithful, congregation and achieve victory in the name of the Lord.

Mr Jones – Mr Jones is a mysterious revolutionary individual. He is not a Sentoyan, his accent indicates that he is Australian, but no one is sure. He provides a large amount of money for the organization, without his finances the Brotherhood would be much less important.

Official Headquarters – Located in the fringes of Palacio, this building serves as the headquarters of the ever growing legitimate side of the Brotherhood. You can find Carlos Lopez here most hours of the day, sometimes meeting with Roberto Feliciano, Brother Chuy Feliciano and, rarely, Maria Montero.

Unofficial Headquarters – Located deep within the slums of El Salvador, this serves as the headquarters of the illegal side of the Brotherhood, where plans of sabotage, assassination and revolution are discussed without police intervention. The Unofficial Headquarters have become less important due to the fact that there is a chance of a peaceful transition to democracy. Although this still serves as a warehouse for many AK-47s waiting to be used in a revolution that may never come. Maria Montero can be found here most hours of the day, occasionally meeting with Carlos Lopez and Mr Jones.

De Valle’s Firearm and Ammunition Factory – Located within the Industrial section of the city, this produces firearms and ammunition for Felicaino’s business, which gives enormous discounts to the Brotherhood.

Church of Saint Mary – Located within Los Arboles, this is the church of Brother Chuy Feliciano. It has a small, but highly faithful, congregation.

As it stands the royal election is so rare electoral laws are usually drawn up on the spot by the Consulate.

So, we need to fill out the Consulate first, so they can make electoral law, and then we can elect our new Prince. Anyone who wishes to stand for Consul, please announce which category you're standing for nomination in. Logically you should be from that class (i.e. if you're commoner you don't want to stand for election in the aristocratic class).

Also yes, you CAN theoretically run for all four seats with different characters. Just know between players and guilt by association it'd be very hard to win more than two.

No, what I'd like to do is be the actual official Royal Firefighters. Can I do that?

Elizabeth St. Thomas' Sentoya State Mental Hospital

Founded by Elizabeth and Thomas Hadley in the 1920s Elizabeth St. Thomas is a huge labyrinthine building with leering gargoyles and cathedral like halls and corridors. From the outside it looks like an old Gothic building and sticks out a bit surrounded by the high rise of Sentoya, its main tower stands relatively tall amongst the skyscrapers of banks and apartments but as the city grows ever taller it is increasingly left behind. On the inside it is run as you'd expect an asylum at lest 5 decades old would be run. Little effort is made for rehabilitation as the majority that end up in Elizabeth St. Thomas' have Chronic mental health issues. The building though grandiose in size admits very few patients and has a small staffing who live on site in order to prevent any mess ups. Gavrilo Gavrilovich now presides as de facto head of the Hospital though it isn't obvious to anyone how long he had been there.

Key figures:
Gavrilo Gavrilovich - Presumably Bosnian born little is know of the shady character who presides over the institution, rumor has it that he's as mad as the people he works with. He is rarely seen though is known to communicate through hand written letters to people, however this is infrequent. Contacting the organisation is often done through lower dignitaries.

Eleanor Wood - Flautist and fiance of Gavrilovich. Lives with him at the Mental Hospital, never seen outside of it.

Claude de Montmorency - Gavrilovich's private assistant, secretary and chief doctor of the Hospital. He has a medical doctorate from École Normale Supérieure de Paris in medicine and a further doctorate in Psychology from Oxford and a degree in sociology from Durham.

Bernard de Ventadorn - Poet living in the Hospital voluntarily to chart the plights of the people interned there.

Company History:
Founded by British entrepreneur John Everest, the Everest Group is a privately owned company which began as a telecommunications provider for Sentoya (including television, phones and now internet), expanding to include the domains of news and advertising. The company runs the Everest Broadcasting Company (EBC), which itself splits into the Everest News Network's 24 hour news coverage, Everest Radio and the Everest Daily Newspaper, in news, while also operating a minor in-house advertising department, and internet news team.

Leadership:
John Everest - Founder, and chairman and chief executive of the company, media mogul entrepreneur and TV personality.
Josiah Bernard - Director, and president of the Everest Broadcasting Company, also head of PR department of the whole company.
Alphonse Stamp - Director, and executive of the Everest News Network, manages the Spanish mainly programming
Marcus Cordat - Main news anchor for the English programming, TV personality and executive for English programming as well for the Everest News Network.
Henry Reeves - Chief of security, longstanding friend of John Everest.

The Grand Lodge is F&AM headquarters in Sentoya. Centrally located and close to the apparatus of power, this lodge is set in the beautiful Parque Real district of the City. The building features multiple temples and meeting rooms as well as the corporate offices of the organization.

Lodge #102

F&AM Lodge #102 is located in the Downtown district near the neighborhoods of La Gula, Isla Bella and Los Marginados where many of its members live and work. This Blue Lodge is where Masons are raised into the brotherhood.
 
Los Lobos Rojos​

A crime syndicate based out of El Salvador (the district not the country) they focus mostly on racketeering and smuggling, in other districts of course. In El Salvador they do their best to stay in the locals best graces so as not to be sold out to the police.

Leader:

Martín Diaz - His public persona is that of a philanthropist who often does charities to help the poor of El Salvador, while at work however he is the ruthless head of Los Lobos Rojos.

Inner Circle:

Santiago Soto - Second in command to Los Lobos he is highly loyal to Martín as they were childhood friends and have saved each others lives more times than they would care to count.
Juan Castillo - Head of the smuggling operations
Fernando Vega - Head of the racketeering operations
Leon Ibarra - Head of recruitment and bribing

Buildings:

Headquarters is hidden within the slums of El Salvador, includes a number of unused license plates, spray paints, and many other things used for disguising cars and their drivers while on gang work. The upper floors are restricted to the inner circle and are where the big decisions are done.

Industrial Dock #6: The main focus of the smuggling operations this is where Los Lobos gets most of their "imports" from

Sentoya Times: A newspaper run by the crime family that helps cover up some of their actions and influence public opinion of them.
 
Hughes Land Development Corp.

In the 1950s, industrialist Robert J. Hughes saw an oppurtunity in the then-untapped island of Sentoya to build up a tourism industry. The monarchy agreed, and in 1955 the Royal Palms Resort was built. Single-handedly starting the island's economy, the resort proved to be an enormous boom for the island's economy. Sixty years later, Michael Hughes, grandson of the resort's founder, has taken the reigns. The company, like all extremely profitable ones, did corrupt a bit over the years, and isn't above bribing and blackmail though...

Key members and leader:
Michael Hughes: CEO and chairman of HughesCorp, he is a charismatic young man who has a plan that may just solve Sentoya's refugee problem. He is also considering running for King...
John Egbert: He manages the Royal Palms resort, and has been doing since its founding. Hughes's right-hand man, and is respected by almost everyone in the company.
Roxy LaLonde: The young head of PR and advertising. She's very good at her job, with no small part of her success thanks to her, should I say, large assets. She stars in a lot of her own commercials.
Nicholas Pierce: Head architect at HughesCorp. His team designs additions to resorts, and could be about to start their largest project ever.
Dave Strider: He's in charge of ...underground... operations at HughesCorp. The public knows of his existence as the leader of a crime syndicate, but not of his connection to HughesCorp.

Royal Palms Resort (enough said)

A small warehouse in the industrial sector, where Strider meets with his men. The warehouse has no sign that it is related to HughesCorp, and is owned by a hidden subsidary known as "Juarez Storage"
 
Royal Palms Inc.
The Royal Palms Inc. is a privately owned conglomerate of several hotels on the Royal Palms island. The independent business forged from this conglomerate was founded in the late 70's by a man named Jay Martinez. Over the years he has retained control of three properties on the island from the HLDC and has managed to convert them into some of the most profitable hotels on the island.

Management:

Jay Martinez - Corporation CEO and Founder.

Ralph Trevon - Head of business finances since '82, and is known as one of Jay's best men.

Enrico Gutierrez - Manages Public Relations and Advertisement. Sentoya bred and raised.

David Jackson - Handles security and safety for the corporation. Has been known to be a 'hands-on' guy.

Lola Leroy - The best decorator and architect in the business, Lola is likely to always have a way to improve a building.
