Problem with Sengoku!

I ran into a bug in the Sengoku scenario. I obtained a leader in battle. The civilopedia said the leader can be used to build an army or hurry production. However, when i move the leader into a city, the only icon that appears is the build army icon. I have tried it on multiple cities that a cuilding a variety of things from Great Wonders to Units. No hurry production icon appears!!! Has anyone had this problem? how can i fix it? Thanks!

I think they disbled that function of leaders.

I think it is the same in the mesopotamia scenario. They only let you rush certain things (things i didn't want to rush). Mostly I built armies though because they are so powerful.
