city state exploit?

you know the thing where you declare war on a city state, attack it and then make peace before the end of the turn so that it doesnt attack you every turn until you capture it or for xp is it considered cheating and/or are there any downsides (diplomatic penalties) etc. and do you guys do it?
 
Yeah, the diplomatic penalties are pretty steep.

Carries with it it's own diplomatic penalty that all the AIs will really loathe you if you do this because each and every DOW you make stacks with your warmonger score.

In fact most of them will hate you even if you capture the city state even if you've only DOWed them once.
Most will hate you if you DOW twice even if you don't capture them.

If AI England is in the game, they'll hate you if you DOW a city state even once for a worker steal.
 
I do that often and ais haven't really given me a diplomatic penalty from this. Only exceptions is when an ai is a protector of the city state, then the ai will tell you about how bad you're doing. Other than that, the ai usually lets the city state exploit slide. Another exception is when you do it 2-3 times with other city states where the city states grow weary and lose city state points.
