Reproduce:
1. Sign a research agreement with another civ.
2. Play through several turns.
3. Eventually, a notification will appear stating that "your research agreement with [civ] has ended because you are now at war." However, you will not be at war with [civ].
EXPECTED BEHAVIOR
3. The research agreement completes, giving you a new technology.
The attached save opens as the problem behavior occurs. Load and notice the research agreement with Babylon is cancelled due to war, but no state of war exists. I can also provide a save from a point several turns prior to the problem upon request.
The save requires the Babylon and Mongolian downloadable content (DLC).
My theory is that there's something going on with city states that caused this bug.
UPDATE: Changed title due to wrong version number -- this problem happened with a game I started using the December 15 2010 patch: 1.0.1.135
