CPU Confusion

I downloaded Civ 5 from Amazon. It begins to load and after a few seconds of playing the starting scenes it stops and exits.

I have read the "minimum" system requirements and would like to know if my CPU is equivalent to the minimum: Athlon II Dual Core M 300 2GHZ??
 
CPU should hardly be the problem. It's more likely that it's the graphics card, or maybe even the power system (it's a laptop, right? Is the cable plugged in, or do you run it on the battery?).
Please provide a DXDiag (a what?), then we'll be able to say more.
 
Yes, it is a laptop. I run it with the charger connected.

mmhh...this chart tells me that your graphics card is below the minimum requirements (quite a bit), so I'd blame it on that (unless someone with more hardware knowledge like tokala or timtofly corrects me ^^).
Sadly there can't be done anything about that :/.
 
You're pretty much right at the minimum specs with everything but the game should still run, if not very well. The most obvious problem from that DxDiag is that your GPU drivers are very out of date. You need to update those and see if this fixes the problem. Try your manufacturers website first but if they have discontinued support then try to get an updated reference driver from AMD. I suspect that will work but you may also need to update/repair your Directx 9.0c libraries, .Net Framework and C++ Redistributables. Do so one at a time, they are listed in order of importance. Google has the answers (none of it is especially hard) but if you need specific help or have a question, or indeed if none of that works, then shout back.

His graphics card supports Pixel/Vertex Shader 3 and Hardware T&L so it's not below the minimum. It won't run the game very well but it will run it as it can process the relevant instructions. Just slower than one would like.
