Policemen-what am I missing?

I play C3C for some time now, but there is something I cant figure out: In some cities Policemen work great, and in other cities they have no effect at all!

Look at this city:
Without Policemen: (36 Shield, 91 Commerce)

With Policemen: (60 Shields, 95 Commerce)

Now look at that city, on the other side of my empire:
Without Policemen: (5 Shields, 55 Commerece)

With Policemen: (5 Shields, 47 Commerce)

Why is this happening? Am I missing something important? Or is it just a bug?!
 
It just so happens that I read the excellent Guide to C3C corruption today.
Look at 'maximum corruption' and 'policeman specialists'.
You're probably profiting from the maximum corruption limit in that second city, and "this reduction in corruption [from policemen] comes before applying the maximum corruption limit described in the previous section, so the city may not show any reduction if was already taking advantage of that limit."

So what you're saying is, If this city keeps on growing, Policemen might "kick in" after the 5th or 6th or 7th etc... Policemen?

Something like that, yeah. I haven't made the calculations for when they'll "kick in". But note that those first 5-7 policemen (or however many it is) are half "wasted" as their only purpose is getting the nominal corruption down to the max. corruption limit. Only the 8th and subsequent policemen will then actually reduce corruption.

Can't say if that would be worth it, that's up to you to decide. ;)

That was my first thought as well, but it cannot be: at maximum corruption limit the city would not be making 5 out of 16 shields and 23.5 out of 68 commerce!? :confused: With a courthouse and FP, max corruption limit is 90%, isn't it? So we would be looking at 2 shields and 7 commerce (which - duplicated by the 100% bonus of market+bank would total 14 gold instead of 47 gold).

This is quite strange indeed.
I noticed once that in the city that built the Forbidden Palace, policemen don't have any effect, but this doesn't seem to be the case here.

In any case: as long as you are building city improvements or wonders in that city, you can use civil engineers.
 
With a courthouse, maximum corruption is 80%. A police station, possibly in the city but not shown, would make the maximum corruption 70%. That makes for 5 of 16 shields and 19 of 63 commerce. If there is also an unshown stock exchange and/or some tourist income from a wonder, the commerce looks good, too.

In the FP city, maximum corruption is reduced enormously by the buildings, so unless the FP is very close to the palace, policemen are very rarely going to get the calculated corruption below the maximum. When I do 20k in the FP city, I often use a policeman or two to get the corruption to 0. For a 20k city next to the capitol, it can give more shields than civil engineers.
 
i use the hard hats in those cities where police doesnt help, or if i need extra science, they become science farms.

hard hats become my fav specialists when the game is very advanced. make enough to get "we love the king days."
