This appears to be a text problem only. It says 0% but the strength of the unit does change. I tested this with a Crossbowman and a GG. I haven't tested the admiral yet but assume it is the same thing.
I noticed this in a game and I tested it with a rifleman, the attack value didn't change with a general nearby. I wound up using all my GGs for citadels.

I checked again and I was getting the unit strength increase despite the "Near GG 0% bonus" text. Can someone else confirm their unit strengths ARE actually changing?
The title basically says it all. If I play a new game, of works fine, but loading a pre-patch game (ie, such as the current GOTM) results in the generals having no effect.
I have verified my steam files too.
Please offer any helpful suggestions. Many thanks!
It should be My Documents\My Games\Civ5\Cache
Just delete that folder. It doesn't harm anything, since that folder is itself created by the game, and will be recreated after the next start, but with fresh info in it.
