Hello all. I've always enjoyed 45's GEM scenario, but only 26 of the 38 civs in the mod were employed. I added them all, which required moving some civs around. I changed a few leaders to my liking as well. Europe and the Middle East are crowded to say the least. I would also imagine that it's necessary to turn off revolutions when starting, as all of the available civs have been used.
I've started it up using a few different civs to make sure it works - seems to be good with all the ones I've tried. I played a game as Roosevelt until about 100 BC with no issues either.
I hope my little extension on 45's original GEM scenario can be fun and useful.
