What mods would you suggest for me?

Here are the mods I currently use:

- R.E.D Modpack
- Less warmonger penalty
- Unlimited barbarian xp
- More luxuries
- Info addict

Basically what I'm NOT looking for an overhaul of the game. Anything else I'll probably check out if you suggest it :D

Not a recommendation per se, but for that road maintenance thing you were trying to get to work, try the attached. Once you extract there will be a folder called No Road Maintenance (v1). This folder is a fully functioning mod and once you have the attachment extracted you can copy the folder into your game's MODS folder.
  1. It affects roads only and has no effect on Railroad maintenance
  2. You have to start a new game to start making use of it
  3. It adjusts not only the in-game cost of having a road tile but also adjusts the text tooltip
I'm not sure why you could not get the tooltip to adjust for you because every time I edited the Base-game text-file I referred you to, the in-game effect for the text was changed to reflect my edit. And when I restored the base-game file to its original condition the text followed suit in-game. Anyway, here's the same thing as a mod, which I have tested and know to work to eliminate the maintenance cost of roads.

Is the bottom half of your list all different civilizations?

Yep, everything after Workable Mountains is a mod civ.
 
While some mods are basically cheats I would recommend you ones that improve gameplay experience and make game more exciting instead of giving significant advantage to player.

Community Patch - better AI (you can also install Community Balance Overhaul, but that's completetely new game).
Info Addict - detailed statistics during you game.
Global Relations - shows your trade and diplomatic opportunities (not compatible with Info Addict since it's lite version of latter).
More Luxuries - this is amazing. Adds new luxury resources to the game (generated maps remain balanced).
Faster Aircraft Animations - must have in my opinion. I used to avoid building bombers and fighters before found this awesome mod.
Cultural Diversity - adds some unique starting bonuses and soundtracks to every civilization (most of custom civs also support this mod).

Not very important, but decent as well:
Slower Research - increases science costs (there are several versions - you can choose percentage)
Appropriate General Names
Maze World map script.
Waterway Exploration map script
 
ldvhl, what is CCSMM?

Community City-State Master Mod. It fixes naming problems for city states that happens when you've got a bunch of mod civs that change what CSs you've got. You just have to make sure it's loaded as early as possible in your load order.
