Suggestion: Wonder-heavy cities

The thing is, wonder hoarding in only the wonder capitol isn't always going to work because you typically have multiple wonder options available. I tend to split them up a lot, if only to produce multiple wonders concurrently.

The remedy to this is supposed to be warfare, but too often the AI isn't willing to become a warmonger just to get "a few" wonders and a boatload of great works.
