Space Race Stasis Chamber Agony

Alas, how I miss the disabled Search Function, or I might not have to potentiall double-post this question..

Anyway, last few games I've dominated the world on Noble, but I often lose to the Space Race. Problem is, I can't make the Stasis Chamber. It's a "Team Project" - whatever that is - and I have 0 left.

I'm up to Future Tech 5, my cities and plowing through all the left over world wonders, but I can't get the silly spaceship launched.

One of the other AI civs seems to have figured it out and usually beats me to it, although their Stasis Chamber is always the last thing they build.

What am I doing wrong?

No idea... it's never been unavailable for me...

Are you building it in another city? It would be unavailable then.

Nope, none of the cities have it available to be built. I just wonder what that whole "Team Project : 0 Left" thing is about and if that's slowing me down somehow.

If you had it in a build queue for a city, it's still there even if you removed it.
