OCC - Hidden culture?!?!

Was playing a One City game, and I won with 20k culture. The thing that was unusual was this... I had 20,018 culture for my city... but my civilization had 20,055. I'm not sure if this is a bug with conquest, or there is another way to earn culture besides through cities? I thought it maybe my palace, but the culture earned from that, and the number of turns I played don't add up... unless I only played 37 turns. Anyone else had this problem, or any ideas of what is causing it?

The number of turns, could it be that there were 37 turns left before time expires?

Thanks for the reply. I'm checking out the link now. I had probably around 200 turns left. Not sure since game is closed now, but at least 150 turns to go.

It's known. It's because culture is still calculated when you're in anarchy in the total culture for the civ.
