City Conquest Culture Plunder

It used to be that if you had the autocracy tree, city conquest would reward culture (something like the amount of culture the city was producing) in addition to gold. Is this no longer the case? I notice that it always says zero culture when giving you the plunder for city conquest. I don't necessarily miss it; I think stealing great works is a better way to implement culture plunder, but I was just wondering if there was something I missed. Otherwise, why would they be telling me I received zero culture from the city, if it's always zero?
