To achieve what you want I would suggest definitely having twice as many water retention as you plan on providing in addition to something that would transfer water to the host creature. Remember though that creatures without water retention need their full body coated in water not just their insides.
So instead of tendrils something along the lines of moisture glands?

Artropodia Sufessia : Milarqui

Description: Moves along the ocean bottom eating the remains of the dead, and its ancestor A. Milarca was also able to feed on the plankton that lives in the sea. Natural selection allowed the next ancestor of the Artropodia Sufessia (A. Nessia) to develop a poison that could be delivered through a spike and helped to kill other beings and cause putrefaction at a faster pace than it would normally. The A. Nessia's front legs evolved into a pair of claws, which increased the number of things it could kill, giving birth to the A. Clanessia. As the number of A. Clanessia specimens increased, they had to expand their hunting grounds, which forced many of them to attempt to live nearer to the surface. Amongst them soon sprouted a mutation, which allowed them to keep water within their hard bodies and allowed them to surface for very short periods of time. It was also around this time that something else appeared among them: a set of three eyes. These eyes were very simple, only able to detect light (cone cells), but it became fundamental to them, because it allowed them to find other beings far easier than before and thus be able to find his prey and his enemies.

Description: Artropodia Sufessia, although it did not look like it, was quite better at its job than what it seemed. Its eyes allowed it to hunt more efficiently, and its ability to retent water within its shell gave it the ability to come out of water for short amounts of time. The more varied diet this gave Sufessia slowly made more likely that those of them that mutated into developing a stomach that allowed them to better digest any kind of food they came onto. Through this stomach, they were also able to digest harder stuff, thus allowing them to use it some other way. When a A. Sufessia evolved and was able to use the calcium and others to harden its shell, it soon was clear that the hard-shell Sufessia would rule over its ancestors, giving birth to the Artropodia Marnessia.

OOC: I nearly gave it lungs so that it could be both in and out of water, but I thought it would be better to keep it for later.

Description: Cutters begun signalling to each other using plume-like fringes and their claws to coordinate attacks. Often, the stronger a cutter is the larger the plume, leading to an Alpha-Cutter. As they developed the necessary skills to understand each other's messages, Swarmers developed. They use pack attacks mostly for efficient hunting or dividing of resources, although increasingly, they are used aggressively to clear an area of a pack's enemies with pickets stationed on the "borders" to warn the eaters of enemies.

Description: Old Swarmers have already started developing a tough, basically dead, layer of skin to help them weather the poison of the Anthropodia. Population booms and busts also, for the first time, started encouraging more food specialization. As these traits- tough expendable skin and better digestion- are sharpened by fierce competition between packs, eventually the Swarmer Defensus formed. Their shells allowed, for the first time, to penetrate the Clanessia Kill Zone, and their better digestion finally leveled the playing field with the old Vampira Stomachus in that regard.

The change from the Swarmer to the Swarmer Defensus is much smaller than previous changes in the Clawstrum, despite the increased amount of genes changed. Even during the Cipherus era, old Alpha Swarmers would slowly grow extra stomachs and tougher still to help them survive as the Pack Leader. Soon, these pack leaders spread the genes which caused their success: The tough skin which allows them to gain experience without instant death, and the stomach which allowed them to survive lean times. Eventually, there came to be a pack consisted mostly of these Defendus. Their shell was equally matched with their tough claw, and thus, basically immune from the spikes of the Antropodia and the Claws of the Clawstrum or even the bite of the Vampirae, the Defendus spread throughout the oceans.

Description: Ditching the depths*, the Tidal Skavoun is making the tentative steps out of the water. Able to dig downwards,it lives in burrows along the tide mark. Safe from predators, it can now consume any dead prey it comes across as well as supplement its diet by tapping into the sea floor's mineral resources for.

Description: Its a worm, go figure.

Some of it Parasitic tendrils have become capable of movement. This allows the Tendrilled manipulator to reach out and pull food to its parasitic tendrils. As it host feeds, it can steal small bits.. so it doesn't need to paracitize its host so much. Even so, It also allows for its own locomotion should its host die. However, having a flailing parasitic monster on your head has actually proved to be invaluable to whichever floor crawler it hosts. Artropodia Nessia is especially receptive of this.

The Manipulators tentacles are becoming stronger and more advanced, and it has also developed a behaviour of sucking in water, then blowing it out to propel it forward at speed. This added manoeuvrability means both it can avoid predation, but also gives it access to much more potential feeds. As an added boon it can now jet through the water, flailing its parasitic tendrils, catching plankton on the fly.
 
It seems my slimers (Coastal, Secundus, Stabilius) are doing awesome, Only plant life around other than Abaddons frozen slimer. Going to let Coastal Slimer to get all up and running on coast and increase its number before expanding it further. (Somebody could add 2x photosythesis to it tho).

Description: The Slimer Stabilius colonies have managed to fix themselves firmly to seabed. Stable access to food source(s) and being fixed to the ground, has made slimer stabilius weaker in terms of expansion if compared to Slimer Secondus. This weakness,together with floating plants covering up much of the sunlight, has forced Slimer Stabilius to find new, alternative, ways how to get more energy. Slimer Stabilius has evolved a method of expanding via spreading loose leaf-like structure towards the sunlight. Tho Slimer Leafiuses "leaves" are not very strong, they do gain access to more sunlight thanks to floating and spinning upwards. Improved access to sunligh has greatly improved the Photosythesis capacity of Slimer Leafius when compared to Slimer Stabilius, who does not enjoy luxury of growing large "leaf like" mass and stable (fixed) location.

Description: As crawling scavengers began venturing out of the ocean to feast on the beached corpses tendrilled passengers accompanied some of them. Most could only scuttle out a few centimetres before being forced back into the sea. The sponge body of some tendrilled passengers developed a series of plates, channels and vents allowing them to extract water from sufficiently humid air and channel it across itself allowing them to survive. Even in less humid areas the condenser can extract moisture when the temperature drops low enough for dew to form and if the condensers host has evolved to retain water the parasitic tendrils can tap into those reserves for the condensers benefit.

Description: The Hydrator, like its' predecessor, is a symbiotic creature with the ability to supply water to sea creatures not suited to shore life. Although it does not possess anything that can be described as a circulatory system it is able to channel internal fluids through narrow capillaries to lower its' surface temperature through the Venturi effect causing more moisture to be captured on the condensing structures. In addition glands around the Hydrators' 'foot' secrete water over the host, moisturising the host far more efficiently than the primitive channels of the Condenser.
 
Also, calling it a worm is a bit silly- while it might be similar, outright imitating an earth creature seems to go against the purpose of this NES, and even if you have a worm-like creature, it would likely have dramatically different internal anatomy.

Description: (Short)- The Cutter took advantage of their longer reach by developing vision. Description: The Vampira Lapsus awnsers the age old question: Why don't we eat the tasty things up above our heads? Why must we wait until they die? No more! Through some freak mutation, some Vampiras sprouted two blood red "wings" on their back. With a jump, they can start swimming upwards to eat the tasty food in front of them. However, due to all the fresh food around them, they started to eat corspes less and less. Eventually, they stopped eating them altogether.

Description: Vampira Natator's "wings" have grown out to be much, much, larger. Gliding across the water, the fishes in the seas now must the bottom, for a Vampira wmight be underneath, waiting to strike.

Description: Tailus communities have continued to thrive during the first age. On the second era swimming become a larger part of the Tailus and while drifting was still used for energy saving reasons the new invention of a sense of smell made swimming that much greater. Now a Tailus could recognize its way and aim at plankton by chemically sensing it, and in some case also sensing predators to escape. Chemical sense was a highly important tool for the thriving of the Tailus Smellus all over the seas.

Description: No longer a creature that drifts with the seas, the Jagus now uses only his direct swimming abilities to move around. Its smell sense now also collects new targets. Powerful muscles evolved around the Jagus mouth, able to shut down quickly and hold onto prey. Oh yes, It now feeds on anything that swims around and doesn't have a defense mechanism, which is nearly everything in the open seas and the coastal areas. The Jagus still feeds on plankton when it is rich, but will turn on other creatures and its own kind to feed on meat when the opportunity arrives.
