Faith purchases stuck / not working

I dont know if this is a bug, or why its happening, but my automatic faith purchases stopped working in this game:



Pachacuti spread his religion to two of my cities so first I tried to purchase inquisitors, but they wouldnt spawn, then I tried changing to great engineers, but they wont spawn either.

Unit's can't spawn if you have a civilian stationed in the city.

Its also annoying when you have your Workers on Automation and when they don't have anything to do they hang out in the city (stacking) preventing you from making purchases until you manually move them.
