Growing over size 12 without a hospital. Bug or not?

is it possible to grow over size 12 without a hospital?
looks kind of strange
im no civ expert but i know that you need a hospital to grow over size 12.
or have i missed something?
using patch v 1.22

This isn't a bug. That city has Shakespears Theater in it, and it works as a hospital before hospitals are available.

Oh, and I wouldn't build that hospital, since ST already acts as one. No sense in paying for something that you're already getting for free.
