Description of Problem
Extra labourers in city. Ie, only size 2 city, yet there are 2 tiles being worked, and I had 2 specialists also. Can't really explain it very well, so here's a screenie:
This was after I re-arranged the tiles, and killed a citizen (I think). As you can see, I no longer have specialists, as they were assigned to tiles instead. But I still have one more than I should.
Steps to Reproduce
Not really sure. It was in a turn-based MP game, tiny pangaea 60% water map, 1 opponent, wet - temperate - 5 billion years, Sedenetary Barbs. Although I don't think that's significant (I was the Iroqouis, he was Carthage)
Rushed him with archers, captured a city - everything was normal. Captured another (which was the one shown in the screenshot), incidentally it was his capital, and... well... you can see what happened.
Don't have a save, but hopefully what I gave should be good enough
