How to stop Mansa musa from teching like mad?

I guess it depends on the difficulty and his starting location relative to your own. If he's a close neighbour you can take him out early. He's not the easiest because of skirmishers, but he also isn't a unit-spammer.

The more reliable way to deal with Mansa is to put your espionage points on him and do everything you can to trade with him and keep other AI from doing so. He can increase your tech pace considerably and is generally not a war threat.

If he is too friendly with his neighbours it can get a little out of hand, but because of his low unit build probability and high peace-weight he is often a target for more aggressive AIs.
 
Espionage as mentioned is really important. He will still trade techs as long as you aren't worst enemies, so you can bribe people into war if you see he is getting out of hand (you can see him working on techs for liberalism).
 
When Mansa or Pacal are on a different continent and have trading partners expect to be behind in tech.
When both (or one of them) are on my continent it depends on the situation to get rid of them or not.
They can only be slowed down when they have no trading partners or have a bad neighbour, like Monty or Shaka.
 
Another thing you can often do is to bribe him into war. I find he tends to do it quite cheap early on, especially if you got an Oracle tech, and is willing to war at Pleased.
 
The key thing is he may have a tech advantage but techs can be stolen if you get great spy. Also wars against even longbows can still be won. Take down his capital and he will soon be begging for peace and offering you techs galore. Mansa is not a unit spammer. Sure Skirmishers are a pain but still beatable with numbers of units and catapults.
 
It's usually more important to find ways of exploiting Mansa rather than stopping him from teching.
 
Why stop him? He's a good trading partner and rarely a major threat.
 
1) Stop trading with....
2) If you go custom start, place him as last leader.
 
Get him involved in wars. Hes prone to be a target for other leaders, and also hell usually be willing to dow someone if you pay him early game
 
When you start a new game enable "No tech brokering". That means he can only trade technologies he has researched himself" That will obviously slow him down a bit.
 
What do you mean? What is the effect of placing him as last leader in custom start?

It would cause him to go last in turn order, but I'm not sure what that does aside from causing him to lose tie-breakers on wonders between the other AI.
 
Maybe Mansa last in the turn order would mean you have first opportunity to trade for his new techs before the other AI?
 
The human player always goes first (in single player obviously). But yeah it would always give you the first chance to act after Mansa's turn.
 
Because MM will go last in order, it will cauise:

1) In case of tie-breaks, losing "tech" wonder
2) Allows leaders having their turn before MM to make certain actions slowing in some way MM's research, fe:
a) war declaration on MM, so MM will change his civics to less scientific;
b) pillaging, taking his city decreasing in this way his research power
c) most important: trade techs with other leaders instead of Mansa knocking to ones door. Also make demands (especially gold, so Mansa will not run his turn on 100% research)
3) As stated 2 post before - gives an opportunity to trade his new techs as a first leader
etc. etc.

It would not make him backward, but can have a slight impact
