Civ 5 not launching in DX11 (im on win8.1)

Ive tried reinstalling the game (not completely)
running the setups again for dx 11 d3dll etc
running in different compatability modes
verifying game cache
runnng game as administrator

When i verify game cache in downlaods a file but doesnt fix the problem, when i verify again it downlaods the same thing with same file size. Still it doesnt fix the problem. I ahve no idea how to fix this and i want to play the game -_-

I tried launching wth win 8 touch mode which does the same thing

dx 9 works until u get in game where it spaz'z out and u cant play.

Direct X 11 is a bit laggy + not wanting to launch type of thing. I'd suggest doing Direct X 9, then of course, it could be because you have Windows 8.1, which I'm obviously doubting that has anything to do with 8.1 of Windows. You could move your SteamApps out of your Steam Folder if you're using Steam, then re-add them back, and try again. It installs all the things back in and stuff of all your SteamApps.

It is normal for the verify option to keep downloading files. It will eventually say "all files verified successfully". It could be possible that in the process of connecting to steam and downloading files there is something off that is not allowing for a clean download.
