Can you just whip stuff, and then stuff it down the build queue, such that you can finish lots of whipped items later adding overflow many turns in a row?

The most common approach is simply to manage growth. The penalty isn't restrictive until you grow back to the size where you whipped - if this growth occurs on the turn when the penalty expires, the unhappiness penalty has no practical effect at all.

It's not a bug, it's the way it works. In BUFFY, the excess are turned into . In BUG or non-modified game, all excess are simply lost.Next turn the overflow will just be 50 respective 30 indicating that you can never get an overflow higher then the cost of the unit you are whipping, anyone else had that experience?
