The resolution that comes up when The Apostolic Palace is built is always the TAP Resident election. As soon as the TAP religion is spread to all currently alive Civilizations, the Religious Leader Diplomatic Victory resolution will be available. This can easily occur on the vote right after the Resident Election. Indeed, this is the quickiest way to win RL DV. The only other way to make it quicker is building The Apostolic Palace in the earliest possible turn which usually includes using The Oracle to get Theology though a Great Prophet can also bulb Theology (after Meditation is acquired).
There are no TAP resolutions that effectively help to enable the TAP RL DV resolution. Spreading the TAP religion to all living Civs via Missionaries is the quickest way to do this by far.
A few additional requirements must be met though. The RL DV will never be available if any Civ (including the player) has 75% or more of the TAP Religion Votes (includes doubling the base vote # for TAP religion as state religion). The vote will be cancelled when this occurs at the end of the turn the votes are cast too. One must either own TAP or have the TAP as one's state religion and have the most TAP religion votes. It is also usually necessary to be elected TAP Resident, since only he can select the TAP RL DV resolution as the resolution to be voted on.
