New civics

These are new civics based on the governments of MoO2. I've also added the communications technologies that increase the free support of ships in MoO2 as civics. Some of the old civic have been modified somewhat. A few were worth less than nothing (disadvantages too high for it's benefit) and some were incorrectly valued too low or to high by the AI (either from poor AI programming or it not counting effects from python) so some of that was adjusted, and everything was put into specific parts of the tech tree. I didn't have leaders have any of the new governments as a favourite civic because the AI puts more weight on that civic when it chooses them and I'd like to get feedback on when and if the AI switches between the new government civics.
Unzip and overwrite the assets folder and that should do it.
 
By the way, I neglected to change the Humans traits after giving them the starting democracy civic. So currently they have double democracy.
