Military Advisor in Conquests Slower than Civ3?

I checked the bugs list and didn't see this one, so I'll put it out there.
Has anyone else noticed that when scrolling through the cities on the Military Advisor window in Conquests that it is much slower than with the original Civ3? I used this window exclusively to upgrade units with Civ3 (because that stupid popup asking if you want to spend $ on the upgrade doesn't appear). I've resorted to clumsy cross-armed alternatives to do this quicker than I can with the advisor.

This has been the case since at least PTW.
