cannot find mod folder

So i havent used any mods before and i wanted to try the ingame editor and reading the instructions it tells me to put the mod into sid meier's civilization V/mods but this folder does not exist it also tells me to delete the files in the cache folder which also does not exist.
Am i an idiot or what? i cant find a solution anywhere ive tried creating the folder it does nothing please can you help me?

If you are using Windows, the path for the Mods folder is usually something like C:\Documents\My Games\Sid Meier's Civilization 5\MODS

im using windows 8 and that is the path its just that the mods folder isnt there

Hmmm, well, you might try loading the game and clicking on the Mods menu item in the main menu. That may cause the game to create a Mods folder for you.
