Help with building a senario

I know it's a long shot, but I need some help on how to build scenarios. I've already created the map, and now it's time to add the fine details: tribes, cities, roads, irrigation, etc. BUT, I cannot for the life of me figure out how to change the tribe names, build cities, and create roads and irrigated land using the scenario editor and map maker. Additionally, the help manual for this sort of thing is not on my computer for whatever reason, so I'm left in the dark. If anyone could provide basic advice on how to do these things I'd be extremely grateful.

You use the cheat menu.
