Additive. For buildings (Skyscrapers is just a building discount), the discount is 15+25+33.
 
In a sense, although it does cost you social policies. In the case of Skyscrapers, for example, by the time you take that tenet, what buildings (besides Research Labs and maybe Factories if you beelined to Radio for an early Ideology) are you really hungry to build or buy in multiple cities? So, is taking that tenet for the rush-buy discount a good choice, or would some other level 1 Order tenet be more advantageous (e.g., Hero of the People for GP production, Young Pioneers or Socialist Realism for insta-happiness)?
 
yeah w/o skyscrapers or mobilization gold isnt that great..
hammers are easier to get but gold is much more flexible

before skyscrapers/mobilization it's still better to work mines

building discount helpful if you want to found some late cities, or speed up annexed.
 
Most won't be founding late cities (depending on how late you mean), so I would discount that as a good reason, but rush-buying buildings in annexed cities is a good point.
 
I found late cities a lot for WLTKD. Once you've got every luxury there is, every city goes into perpetual WLTKD. It's worth it. The Order purchase discount helps. But more importantly I just send in food and hammers on cargo ships.

It actually is quite good. You most likely will be conquering so what is worse when you can have a city that is good enough to do stuff (Like a Petra ultra cap/city) and you can't because your stuck for pretty much the rest of the game building buildings so it doesn't suck.

Also if you get the autocracy one you can buy your whole fleet of cargo ships back as Venice (14) for about 1200 gold and you can buy all of them at once and you can buy a bunch of Infantry for really cheap or something else like landschneckts to stop Paratroopers from dropping and tkaing your city for like 100 gold and move them right away meaning you can cover your whole capital in 1 turn.
 
If I pick landschnekts, I'm buying those way before ideologies. I upgrade those to lancers (which the upgrade is where most of your money is going, and that benefits from Honor--not autocracy), pick up March promotion, and use them to open a two-front war. While my main army is off taking a capital, my lancers are worker stealing and pillaging somebody else. No workers+all your tiles are pillaged renders you irrelevant in the game.
