Is this a bug or is the AI senile?

The AI has been doing this to me lately, maybe its the patch. The AI will propose a trade, say tech/resource A for tech/resource B. I'l try to negotiate, mainly so I can see if the AI has anything else I want. But after I do that when I choose the original deal the AI will go "We could never accept that deal". ???/

Download Bhruic's unofficial 3.13 patch fix. That will solve the problem for now.
