I have had a pair of pop 3 cities for like 15 turns now with Islam +90, Confucian +12. I've been intentionally stagnating them so I'd only need to convert 1 pop to get them to flip to my religion. Yet Islam still only has 1 follower. I know the diplo bonus stops at industrial, but what about natural conversions?
