[vanilla 1.0.1.705] automatic specialist governor and locked tiles

When specialists are assigned automatically, it pulls citizens from locked tiles to become specialists. I'm assuming this is intended behavior, since it would have been fixed by now if it wasn't. If it isn't a bug, it's definitely a bad feature.
