Are maritime city states very uncommon now?

Played quite a few games since god and kings , in every one of them theres been 1 maritime city state and 6+ mercantile city states (about 16 city states per game).

Just coincidence or is that how it is now? . Seems too many mercantile states . The AI seems to then waste far too much time and money trying to get that maritime city.

It really varies with each game. I've seen games with tons of cultural CS's, some with hardly any mercantile, so I'm pretty sure it's random. I've had games where all of the CS's on my continent were maritime.
