Not really. But it's fair to assume someone found photoshop. Unfortunately not all who find photoshop have talent. I'm guessing it's posted because clearly there's a cartoon in it. Yes, we definitely need a translater.

That does seem to be a cartoon simply laughing at Clinton for being prepared.
