RCP size limit around FP?

I recently built/captured three cities at distance 10 from my FP in Molde, and they're at max corruption even though i only have one city, Hastings, in between. Abandoning Hastings (which I'm about to do anyway) doesn't help. If I build a Settler in Hastings, abandon it and settle 1 step NW, corruption in the new city is minimum, but if i settle 2 steps NW corruption is max?

PTW: The corruption around the FP depends upon the city placement around the Palace. Hence the remote palace exploit.

The FP ring has to be smaller than the Palace ring?

Yes, or the same distance. Maybe switching Palace and Forbidden Palace isn't such a bad idea -- if you can pull it.
