1.0.1.383 - Governor flaky with citizen management

I wish I'd thought to screenshot this one.
I had a city with 5+ unemployed citizens (+3 productivity), but none of them were being used as specialists in specialist buildings.
In fact, all of my specialist buildings were empty, even though many of them (factory, etc) would yield better results than letting the citizens idle.

This was only a problem with "default focus", rather than any of the specialized focuses.

I get this randomly once in a while as well, playing NiGHTS. Sorry, I don't have a save either. But the specialist slots went unused despite not being in manual control. There were also some tiles being used with a lot less yield than a specialist.
