You can do it in vanilla G&K. I think you need to be allied first.

If I'm not buying stuff with gold, then I shouldn't be playing at all hehe.

Buying buildings is only occasionally a good idea, I think. RAs, CSs are both generally better buys.

Standing up a new late game city fast, sure, but in general if you have enough money that you're thinking about building buys in existing cities, it's time to start converting gold cities into production cities, or you have a huge lead...
