The US board of directors is a group of corporate heavy-weights who, officially, provide advice and vision to the US president. Unofficially, because they control the budget and are representatives of the 'real' US citizenry, and because they ensure the US president is their puppet before he or she ever takes power, they wield much more actual power than the president. Nominally, the president is still in charge of the nation however.)
Ryan Koch, citizen of Koch Industries, citizen of the USA,
Ryan is grandson to Charles Koch, and son of Chase Koch, and continues the line of family ownership and control of Koch Industries. Ryan, and his father, Chase, have been strong advocates of the 'Principles of Market-Based Management', and Ryan applies these principles not only to Koch Industries, but, in his role as Chairmen of the Board of Directors, to the governance of the US of A as well. The principles are,
- Vision – Determining where and how the organization can create the greatest long-term value
- Virtue and Talents – Helping ensure that people with the right values, skills and capabilities are hired, retained and developed
- Knowledge Processes – Creating, acquiring, sharing and applying relevant knowledge, and measuring and tracking profitability
- Decision Rights – Ensuring the right people are in the right roles with the right authority to make decisions and holding them accountable
- Incentives – Rewarding people according to the value they create for the organization
Ryan is an aggressive corporate raider and applies these principles to government as well, not afraid to embrace conflict with other nations or peoples to take what he needs. Nor is he afraid to maximize any wealth generated from any resulting aggression. Ryan has a fine eye for detail and is a meticulous planner who operates on a long scale, never losing sight of his longterm objectives.
Under his guidance the USA's foreign policy may be more confrontational, but in a balanced manner. He is likely to attempt acquiring or coercing elements of opposition leadership, turning their talents to his goals. He is also likely to direct similar 'divide and conquer' approaches within the entirety of any organization unfriendly to the USA, befriending some elements while conflicting with others.

In 2132, chairmanship will pass to Brittany Daniels, citizen of Schlumberger-Halliburtin, citizen of the USA.
Brittany's focus has traditionally been on energy, petroleum in particular and she understands this industry like few others. She is aggressive, fearless, and knows when to delegate. She is described as an excellent judge of character and a fierce negotiator. She has also been described as a superb motivator and speaker.
Under her direction, the USA's foreign policy is likely to focus on resource acquisition and extraction. Very willing to consider violence in any conflict, she is more likely to apply military pressure to conflict then Chairmen Koch. When she does, she does so with a decisively and swiftness that leaves little room for response.

We got a job for you to help bring you a sense of meaning beyond simple survival. Help be part of making something important, something noble and beautiful.
- Economic Policies
Industry- with food security in place, it is time to develop the industrial backbone that the USA will require to build the tools and weapons it will need. Rebuilding old, or developing new atomic, coal, or petroleum fired power plants, we will turn energy into manufacturing capacity.
Both coal and petroleum we will develop domestically. Reopen or sink new wells, reopen pipelines and refineries and use that to push both our industrial production and to keep our army and air force functional.
Our new industrial parks will combine modern robotics and cheap 'corporate asset' (see post 33) labor- where labor is required. Manufacturing will be energy intensive- like the models of old, but highly productive.
- Military Policies
- Emphasize army.
Our elite 'corporate security' and US army forces will continue to see generous funding. Instead of expanding our infantry numbers terribly (which should already be large due to last turn's focus on military) we will focus on development of new tracked infantry fighting vehicles and armor. These are meant to provide a significant mobile element to our forces, the armor punching through enemy defenses and the infantry fighting vehicles getting our forces quickly into forward positions where we can flank or envelop the enemy quickly. In addition to these, we will be developing a number of tactical surface to surface missile battery platforms for use as mobile artillery as well as a anti-aircraft platform based on the same chassis but outfitted with electronics and sensors and anti-aircraft missiles. These will be primarily use for aerial access denial- ensuring we control the skies even when our aircraft are busy elsewhere. Again, the focus is on mobility. We already have the numbers we need of slower infantry- now we need a mobile element to take ground while our infantry holds it.
- Emphasize air force.
Initially we will focus on the development of jet fighters able to win the aerial battle. Range, anti-ground capacity, everything else comes second to power, aerodynamics, agility, and reliability. We need to be able to take the air and keep it. We'll probably cycle through a few generations of these, developing over time, superior air-control capacities. Later, we'll develop strike-fighters able to target and destroy ground targets as well as dedicated long-range bombers who deliver ordinance from very high altitude and preferably using stealth materials.

- Diplomacy
Establish trade relations with the Southern Baptists state, playing upon their racism (assuming they are still a bit old school Souther Baptists and prone to returning to their racist roots) to denounce the democratic state of Dixie. Should natural disaster or other problems strike them, assist them with some humanitarian aid. As much as possible integrate their (most certainly weaker) economy with ours- providing them 'widgets' at costs they cannot match because they cannot match our industrial capacity. Increasingly make it difficult for them to operate without us- sell them energy, sell them food, whatever.
We will approach the Dixie leadership, negotiating with them for union or cooperation all the while preparing ourselves, as secretly as possible, for a military conflict with them. We will independently approach any sub-national institutions (municipalities, counties, companies, corporations, etc) and seek to befriend them independently of the federal government, playing on any divisions already in place. Additionally we will sign generous trade agreements with Dixie corporations and large companies, anyone who is a major employer and establish trade and ongoing relations with them. Eventually we will make it clear that if Dixie does not wish to recognize the legitimate and legal government of the USA, we have no choice but to consider their federal government rebels to the rightful US government. We will continue to negotiate and entice states and large corporations throughout this process, hoping to establish a voice for union from within Dixie, as well as potential partners for subterfuge and eventually governance of captured lands.
Trade finished textiles and industrial products to the Prairies (gem hound) for uranium and potash.
- Wars of Aggression
Our offensive, when it arrives, will be decisive, using our mobile infantry and armor to smash through small towns and villages, establishing forward operating positions that will be reinforced by our marching infantry. The goal is to take the countryside, the highways, plains and small towns and villages- especially those built near bridges- to control their transport infrastructure before they can effectively respond. Focus primarily on the lands of Virginia, the Carolinas and eventually Georgia. Leave the Appalachian hills alone for now- we don't want to and our mobile forces into entrenched infantry defenses. That said, keep an eye, and several radar arrays, watching the area and be sure to respond decisively -presumably first with air power and secondly with armor, to any threats that challenge the eastern flatter lands from these hills.
Our aircraft's first and primary mission is to locate and destroy the Dixie air force, then destroy their capacity to launch an aerial counter-assault by destroying airfields, fuel depots, lubricant factories, and refineries.
While our mobile forces establish a strange-hold over the transport infrastructure, capturing airfields so our jets can provide protection to them as we go, our infantry will be effectively establishing sieges of the major urban centers.
Eventually we will not be able to expand further south- since our infantry will be tied up sieging cities and we don't want dixie forces to be able to strike at our rear. Our besieging forces should use our missile batteries to target water reservoirs and towers, power plants, sewage plants, anything like that. Maintain communication with corporations or company executives, or others, within the besieged cities. Use these to help organize our sieges and target our missiles- but also be careful not to endanger them directly. A modern urban city cannot stand a siege anywhere as well as medieval ones and we expect them to fall in weeks or months- not years. Throughout this period, the point the mobile forces will serve as a mobile reserve, responding to any Dixie counter-offensive and breaking it up before they can threaten our infantry positions.
As aerial control turns in our favor (due to forward SAM batteries and dedicated fighter aircraft) turn increasingly to the deployment of strike fighters and even dedicated bombers. Use these to make sorties into areas we do not control and strike primarily at their fuel depots and refineries. take away their ability to field mobile engine-dependent forces (even if they can still build them) or to use their aircraft. Keep up a constant pressure upon their ability to refine and distribute fuel- that, after taking out their aircraft, is our air force's priority. During the dry summer seasons however, take some time to drop incendiary weapons upon their fields or grain elevators. Make sure they are feeling hungry.
As besieged cities surrender, be humane to the civilians, allowing local corporations who have proven their loyalty to assume control of local resources and populations and take a place at the board. of course, we'll be sending security personal to ensure a smooth transition.
To be clear our ultimate goal is the surrender and annexation of Dixie. We are willing to sign separate agreements with northern populations, integrating them, while still continuing the war further south. If, and this is a big if, we are able to effect the surrender of Dixie within 16 years, proceed with our second war of expansion, against the Southern Baptist state (see spoiler)
Spoiler :War on Southern Baptists
THIS ONLY OCCURS IF WE EFFECT THE SURRENDER OF DIXIE BEFORE 2136
Firstly, take two years to recover our industry, rebuild war damages, and properly integrate Dixie with corporate governance.
If that all goes well, proceed to demand that the Southern Baptist state return to the loving arms of the parental state, the US of A. Offer them incorporation as a 'religious corporation' with a seat on the council. Explain that as the sole religious company they would have significant influence over the United States and the opportunity to help bring their faith to a much wider audience. If they accept, incorporate them, with existing corporations and companies within their territories coming under hostile take-over bids from US companies and incorporation of their territories and resources directly into our corporate structure. Allow the church to join as a full member but force them to reorganize their financial and administrative branch along corporate lines.
If they refuse that offer, begin operations to incorporate them militarily. Do something very similar to what we did in Dixie- identifying and negotiating with local companies, businesses, or sub-national government structure (municipalities, counties, etc) and try to get them to cooperate with us- dangle the whole 'for the good of the great and noble USA' thing in front of them. Be sure to be mindful of their faith and not insult it. Remember that if the diplomacy aspect of things went well, they will probably be very dependent upon us economically for their industry and many of their companies will have close ties with us- presumably many will specialize in distributing our goods. If thats the case, we should have significant influence within their nation to play upon already. Use these contacts to provide intelligence on their operations- troop movements- ammunition and fuel depots, etc.
If it comes to war, again focus on capture and control of the roads and transport infrastructure- forward airfields too. Do not send our infantry en masse into the swamps. Stay in the drier lands where our tanks and IFVs can do the most good. The terrain will necessitate that we move more cautiously, and be more reliant upon our infantry forces (due to hills/swamp) so in the beginning, focus on fighting in their northern territories where the terrain is more agreeable to our military machine. Again, the air force's first priority is taking out their air force, but its second priority is not oil and refining- because they will probably focus on infantry instead of mobile gas-powered units. Instead we will focus on explosive and incendiary attacks first their power stations, then upon their factories and manufacturing. Prevent them from making any ammunition, guns, or bombs. Defeat them macroscopically while our forces defeat them tactically.
Again, our ultimate goal is the surrender and incorporation of the Southern Baptist state into our nation. If they surrender early, offer them the same terms as above- to restructure as a corporation and join us on the board of directors. if they make us bleed heavily, then incorporate them as 'assets', leaving governance to US corporations willing to invest in the region or merge/bid on existing governance
- Expansion and Settlement
Continue our western expansion- abut the Deseret, Cascadia, and California if we can. Do not cross the 49th parallel in the west where the Prairie nation is- we have a deal with them to stay south and they stay north of the old canadian/american boundaries. Send some armor and IFVs with our settlers to ensure their protection. Our expansion will be underwritten by our military, with military forces present at the forefront of our western and south-western drives and throughout any new territory, guarding supplies, logistic centers, and populations. Where decivilized populations exist, they will be incorporated as best as we can, combining a nostalgic ‘dream’ of what the USA once was, the presence of a strong security and organizing structure (the US military) and shared food security (form our previous focus on agriculture). Maintain a series of radio and radar arrays throughout the territories to warn of incoming offensives and should they go off, do not be afraid to send some aircraft to the area to 'solve some problems'.
- Domestic Development
- Non-Corporate Citizens:
The year 2122 sees the buyout of Tyson Foods by Smithfield Foods corporation. In the ensuing merger, corporate restructuring leads to large-scale lay-offs of corporate 'assets', specifically grain and pig farmers. Left with no corporate citizenry, they are effectively 'non-people' in what has effectively become a corporate confederacy. With nowhere to go, they immigrate west, establishing their own farms amongst the 'western territories'. Calling themselves the "Grain and Livestock Farmers Group" they lobby government for representation upon the Corpnational Board of Executives and for their own citizenship. They are denied.
The years from 2129 to 2135 see a number of major changes, particularly in heavy industry. Closures of older, less efficient manufacturing plants powered exclusively by cheap human labor and replacement with petroleum-energy and atomic-energy powered automated plants leads to successive waves of lay-offs and again, the growth of American citizens with no corporate citizenship. This leads to a second major round of growth for the "Grain and Livestock Farmers Group" and the establishment of a second major non-corporate group, the less organized "Manufacturer's Group".
War with Dixie (assuming that goes forward) leads to manpower shortages in both factories and fields and a number of corporate executives seek to reintegrate members of both group's into their corporate citizenry. Instead they find that the Unaffiliated Grain and Livestock, and Manufacturers, groups will only accept employment on a contractual basis, leasing their labor as a corporate subcontract. This is succesful and sees a number of 'corporate citizens' willingly give up their corporate citizenship to gain membership in these 'subcontractual organizations'. This is a major, and for the corpnational board, worrisome reversal of the current world order.
From this position, representatives from both groups again approach the Corpnational Board of Executives and again make their case that they be allowed to organize themselves as non-corporate entities with their own subnational-government, citizenship, and rights similar to that of a corporation. Continuing manpower shortages mean that in 2138 this is approved.
There is no doubting that the face of the United States government and the underlying power-structure that defines it is evolving, though into what remains to be seen.
- Territories
Increasingly the major corporations have territorial interests and investments throughout the entire map of the USA. Buyouts, mergers, spinouts, acquisition of new settlement and conquered territories, leases, etc, have all meant that the county or even-state sized mono-corporate territories of the past are becoming increasingly rare. The city of New Philadelphia, for example, has enclaves (offices, schools, residences, security, etc) for over 104 different companies and corporations.
Increasingly, the USA is becoming a vast patchwork of corporate territories with the major 'home-territories' for any one company boasting a number of 'ambassadorial sub-territories' or 'enclaves' within it for other companies they do business with, each with their own 'corporate sovereignty' (including laws, security, infrastructure, even culture).
Enclaves belonging to or affiliated with several sovereign (meaning corporate governance, not US federal) powers divide up the major metropolises. The corporations, by interlinking their territories, have increasingly federal scope of influence and resource.
- Non-Corporate Citizens:
