How are nations going to be decided with 2 or 3 people claiming some of them?

My decisions are based based on a mix of 1. who claimed first, 2. how important it is that certain nations be filled, and 3. track record as talonschild said. I try to rely on 1 and 2 more than 3, in order to make things fair for everyone, but from experience first-timers playing e.g. Great Britain is beneficial for neither the player nor the NES.

It's nothing particularly new or complicated, and fairly self-explanatory, really. The military system has pretty much been adapted from what I used for SKNES II. "Administration" is a catch-all for education, bureaucratic maintenance, etc. that's the cost necessary to keep everything running. I've taken a page from EQ and replaced a hard stability/dissent stat with a list of the major issues, since I think it's a good idea.
