Pound lock canals?

Today I came with this idea:

If sea tunnels are available improvements, why not Pound lock canals?

I mean, sometimes could be useful to connect oceans, or the ocean with a inner lake on a continent for better naval traffic.
Essentially it'll be a sea tunnel, just in land. The workers can unlock it on a lately Industrial era tech (I have to say that those things came first than sea tunnels on history), build it up next to the water tile, then build another one next to the other one to connect the water tiles.

I want to know what you guys think :)
 
I believe that you can use fort tile improvement for that. Forts acts as cities so you can move water units inside the fort.
 
I never reached that far in the game yet, heh, but can this be extended to a string of forts, or does it require the fort to be adjacent to a body of water?

Also, would be hilarious to see ships pass through forts built on peaks, etc.

It happens in game but keep in mind that a single tile is covering a wide area, several square miles; so what's a mountain in game, could be a peak just near a strait.
